Like Shinya Kogami, the Enforcer is armed with a big gun: A Dominator aka AC10

Making best use of the quirks. This bad boy has a heavy hitting right and a great compliment of lasers on the left side. It's like a more offensive Centurion w/ JJs and more laser vomit instead of a shield.
EDIT: After some playtesting, I traded 2x JJ for another DHS.

This was just the first build I came up with when I saw this mech. It has the max engine rating, decent jumping, a gauss for sniping and general no-heat damage, and 5 medium lasers for stripping armor. Overall this mech performs well at any range, and is as mobile as I could get it. Feel free to change the armor distribution on the torsos; they're at the default values from when you max it.
Good medium range firepower and works very well on Alpine Peaks... not looking forward to Terra Therma. I was looking for something to take advantage of the 5 energy slots on the 4R and took inspiration all those T-bolts running around with 7 MPLs.

Config 1:
XL version that does not require endo. I put in a BAP I had lying around just take up room. The machine gun is more an afterthought so that doubles as a shield arm. You can remove the MG for an additional heat sink but I find the heat manageable with it. Use MPL range and cool down to great effect.

Config 2:
Standard engine version. Will probably land on this as I’ve been dying more than I am comfortable with due to the XL. For the price of the BAP, 3.2 kph, a JJ and a heat sink you get the survivability of a standard engine.
Didn't see this build yet, so thought I'd share it. Grabbed the LL & AC/10 to capitalize on the quirks, and they work well--the LL for probing shots and the AC/10 for hammering a wounded bird. For the short range option it was either MLs or MPLs; since I had lots of slots but little tonnage, I went with 4 MLs. Had it had fewer slots but extra tonnage I'd have gone with MPLs (like the WubForcer does).

Another reason why I like this is it is very easy to control heat, even with minimal basic skills unlocked (or none at all).

Chain fire the five MPLs for nearly constant stream of wubbing. When peaking, it totes a decent 30 damage alpha. Be sure to keep moving, you do not want anyone shredding off that left torso...
I know it's not your usual build, but, with Pulses, you still get some of the quirks - as well as faster duration. Then with the LBX, you can MASSACRE the remaining forces. You have enough ammo to even poke at enemies long range.

This is MOST DEFINITELY a support build to the enth. This is meant to stick with your brawlers and assaults and wait for enemies to come to you. Your MPLs give you decent range, but, when you can get into close range brawling range, this will truly come into it's own. High DPS, high crits, high ammo, mid-speed, decent alpha with a quick recharge and enough JJ to hop an Atlas!
