Seeing as how CAP doesn't provide you with a counter-ECM if you have ECM equipped, I'd take CAP off of this one. That's an extra ton that can go to ammo or heat sinks.
I prefer myself to use both a probe and ECM on this one; I find that the boost to sensor range, targeting data speeds (edit* what I thought was also lock on time), as well as detecting shut down enemy mechs is truly vital for this mech considering it utilizes streaks.
Okay, I can see the shut down Mechs part. Target info gathering =/= lock on time. As streaks are random in where they hit, knowing what is cored is of little benefit to Streaks, IMHO. Sensor range is unimportant when your weapons have a 360m range. As I said, though, I can agree with your ability to see and lock onto shut down Mechs. It's not been a priority on my ECM LRM mechs because then I use my backup lasers, but it makes sense for SSRMs.

I'm sorry, I said the wrong word at first. My question is: is there any way to speed up or decrease lock on time for streaks or LRMs so you can shoot your targets quicker? I'm looking for streak/LRM lock, not decay. It seems this isn't possible, currently as of now.
Target Decay helps retain target so you can stay locked on when LOS breaks. As far as I know its the only thing that helps you lock on better with SSRMs. Sensor range seems nice for LRMs but you'll have a hard time hitting at 800+ meters anyway.
The stats for Targeting computers says "targeting time boost" but the text says "target data." So I'm not sure which it actually helps with.
