DO NOT even attempt to run this build unless you have the atlas mastered! I was playing with my atlas builds the other day and came up with this. It is actually more effective then you would think. Chain fire the ppc's and it can keep up a pretty mean tempo of fire. The SLas are there only to poke at lights and scare them back outside your minimum ppc range.
