You can alternately remove the AMS and add armour/ 1 DHS, but I find this is a great support/strike build. The LL can be put in either ST, and I recommend you pick the one you tend to 'lean' around corners with most. I don't like the ERPPC/2(3) ML version of this because it runs way too hot and lights will eat you alive.

This build rocks. It's about as well-balanced as I think you can make the 3M. I still prefer the X5 personally - but let's face it. ECM has it's uses...
Strong build. Once speed tweaked and doubled basics, I dropped it to 320 and added some Heat Sinks for more DPS in Assault mode. Giving up the last 10 KPH wasn't as big a deal as you might imagine, especially if you play stealthy and pokey with the ERLLas and ECM rather than go looking for trouble. Been using this build primarily while taking the 3M up to mastery (ER/PPC builds were too hot, weak at close range dogfights, and slow), 378 damage per round average, 4.41 KDR, 1.77 WLR.
Abusing your ECM to avoid missile fire lets you drop the AMS in order to up the engine to a 320, and still keep a cooling efficiency of 49%! 142.6kph is pretty quick for a 24 point alpha, with some additional armor to the arms for torso twisting, should something big suddenly surprise you.
Running basically the same build, with the addition of a TAG instead of one of the torso MLs, a MG for critting exposed innards, XL 330 but, only 10 DHS. Sneaky, stabby, with a hint of support. 5/5
