This my current build for my T-Bolt - 2 AC5's for applying pressure for those that poke their heads out in the open. When the enemy gets close in - follow up with SRMs and medium lasers to punch those final holes in his armor. Keep an eye on your heat, firing off all these in succession will shut you down. Updated Build Dropped a medium laser and added a DHS.

This should make it so if the enemy makes an aggressive push down the middle it'll let this thing keep a steady pace of fire. Still not supper fast, but with the firepower you have that shouldn't be a big deal. I also figured with that massive missile shoulder that enemies would try and focus that down first, so less tonnage committed there seems like a good boon, especially in the name of double heat sinks.
So, I started a new thread without realizing this loadout is here already. Removing that and pasting my version here: http://mwo.smurfy-net.de/mechlab#i=114&l=8c9d3a0c344751d0e1cdf5b9d0418e03d9fe5b22 Hi Guys, first time poster as you can tell. Got the Phoenix mechs delivered with very low CB, so taking the XL280 was pretty much due to that (stripped it from my FB). Anyway I started building around that, and the results are quite satisfactory. Surprisingly enough I don't feel the added vulnerability that comes from the XL either when I compare this mech with my other 2 Tbolts which I run with STD300. What I can say as negatives, is that it does run a bit hot (for my tastes) - on a managable level though, and I usually run out of AC5 ammo near the end of matches - but atleast I feel they have done their job ACs are on chainfire for cocpitshakiness and nice fire rate, SRMs also to deal with heat. Give it a go and let me know if it worked out for you! Here is a screenshot with my best match in it:
