Blagg already posted almost the same build for the TDR-9S here: http://www.mechspecs.com/forum/index.php?topic=3141.msg18928#msg18928. I think Jump Jets fit better to the sniping role of this mech. I run my Awesome 9M with 2ERLLas and 2PPCs and this mech feels like its little poptard brother. When droping with some friends, I usually switch one JJ for a TAG.
the beauty with this build is the jump jets. you can jump in and out of cover and ride that line between "sweat box" and "core meltdown". I call this build "Zeus".
Really seems to be one of the very few ways to go with this mech without hybridising it with another role.
This build has become one of my favorite mechs and top performers, though I prefer to trade a bit of "nonessential" armor and a DHS for two extra JJ's. The extra boost turns almost every location on the map into a viable hide, so I can keep jump-sniping as I follow the herd and also shoot from some very unusual angles. Additionally, it's amazing how sticky a situation needs to be before I can't jump and twist my way out of it. I finish most matches with all my parts and almost none of my armor.
