Both are pretty brutal. I'd say a lot depends on pilot skill and trigger finger discipline here. Can't decide by the paper version only.
I would say stormcrow due to range and mobility and speed. The faster speed and longer range of clan toys allows for some kite actions. But in realty these two builds are quite different. stormcrow builds are for burst damage hit and fade flanker tactics, while hunchie works a bit more in line close to other mechs.
