Fairly solid except that you should use cXL255, mind as well buy a better engine that is the same weight, and I am 100% sure you don't have any reason so far for having an cXL250 in stock. That, and cAP won't hurt either.
I think the HBK-IICs' stock engine is sufficiently fast for such a mech. I'd rather add on ammo, a backup laser and equipment like a JJ (LRM poptarting can be a thing) and a cAP of course. Also, lowering two of the LRMs' tube count would create a more constant stream of missiles when fired in groups, thus creating additional pressure on the target as a kind of psychological effect.
