The quirks are for ERPPC, not ERLLas. And since we're talking about quirks, this build would obviously be better on the -8Z variant (with LLas quirks: -25% cooldown, +25% range and -25% duration. Except if you want to benefit from the -12.5% energy heat generation from the -10K, but I'm not sure it's needed for only 2 LLas.
