Looks workable, but I'm not sure if the LPPCs are really worth it over doubling down on the laser vomit, as their velocity compared to direct fire lasers will mean you need to constantly shift your aim with no lateral arm movement. You could change the LPPC to more ERML, and fill up the leftover tonnage/space by swapping a DHS for a big targeting computer, increasing your mean range and crit chance, though that changes it into quite a different build entirely.
Funny, as I looked over this build, my mind actually went in the other direction. 40% cooling with 18 DHS and the proper skilling is quite viable. Note that the firepower stat is not up to date with the current patch, however long that will last. Additionally, put all the LPLs on one side and the LPPCs on the other for better convergence. And you can shield with the left side and that STD engine will mean even if you lost the LT, you'll still have a respectable offense with 3xLPL
